North Carolina has done a poor job ensuring transparency on a critical issue for homeowners. The state has no database or other system for tracking road ownership. Even worse, homeowners in some neighborhoods lose tens of thousands of dollars when they find out that there is no clear responsibility for their street maintenance.
As the state’s strongest voice for homeowners, we have made fixing this problem a top priority. The North Carolina House in 2017 took the first step by unanimously passing House Bill 457. The legislation would:
- Increase transparency in home purchases by creating a statewide database that includes the classification (public/private) for each road.
- Ensure homeowners get what they pay for when a developer sells lots in a new subdivision. House Bill 457 creates a performance bond requirement on new subdivisions, which will ensure the necessary road work is completed.
